good question, I don't know myself but I remember seeing them do that.

I have seen so many fish twitch i don't even notice anymore... It is possible that it has to do with a fish's sonar ability or the lateral line sensing something.

it may just be to keep the locking mechanism up to snuff. that dorsal is used to wedge the fish into a crevice so that it can not be sucked out by a shark looking for an easy meal. flicking the dorsal could just be a way of excersizing it.
