I'd contact a local aquarium to see which construction company they've used. You're talking a concrete structure with thick acrylic viewing areas, and tens of thousands of dollars up front. That's obvious, though. Technologically speaking, they would use the same filtration systems, just on a larger scale. Lighting for a fish tank is simple, there's not anything fancy about it. But, unfortunately, most of the stuff on this scale is outside the realm of hobby level knowledge.

Aside from the mechanics involved, I would also suggest a very strong understanding of marine biology. But Chris is right, contact some large public aquariums.

I think your jaw will hit the ground when you see the ongoing maintenance costs alone. But if you have the extra seven figures, I'll be more than happy to help

One of the clubs I am a member of has a meeting at the aquarium complex at the zoo this coming Saturday. If I am able to remember, I will try asking some questions and see what I can find out for you about how they set everything up and how much it cost up front. This is a behind the scenes type meeting so I should get to see all of the equipment they use and everything as well.

the monterey bay aquarium is about one million gallon, and has full grown sharks, tuna, turtles, rays, sunfish, etc.. etc.. etc.. in it.
they also have a video and specs on how they built it;
