mh bulb question

so the halide setup is acting up today at school
I have a 400w iwasaki on a HPS ballast, got it from Jimbo a while back, I assume everything is wired correctly, but cant be sure

the setup has been working well, but today is refusing to fire up,
its getting to the point where it starts to light up and then is just quitting

is this what happens when MH bulbs go bad? or does anyone have any other ideas?

ive had a halide bulb burn for 3yrs.still worked,but not very intense.probably the ignitor. i know capicitors are spendyyyyyyyy!better hope its not that.dont no how much ignitors are
