With that much water and humidity being a problem, I think you need to invest in an HRV for your place. It will do wonders in the winter, exchanging dry air for humid inside air. In the summer, central air seems to do the job on most places

Dehumidifiers are not very cost effiecient but good ones certainly can help in the summer, if no central air.
