Deformed Puffer?

I have a 2 inch puffer who recently will no longer eat the freeze dried bloodworms I provide him. He also has a very noticable dent on his left side and was eating fine a week ago. I feed him and his tankmate (another green spotted puffer) daily. The other one eats and looks healthy. The smaller, dented gsp shakes when swimming and sleeps most of the day. His color looks normal but he looks as if he is no longer growing. I have been unable to find any info online about a gsp with similar problems.
