First you need to determine what caused the popeye.
Popeye can be caused by external parasites which I have read can be treated with formalin dips, which are not safe for your reef tank.
I also have found if there is a presence of cloudy eye, theres a bacterial infection that is the cause of it. Sometimes its caused by shipping injuries, stress, damage from being caught with a net, bumping into rocks etc.
So the cloudiness can be associated with physical damage rather then an actual pathogen.
In most cases, stress-induced pop-eye tends to heal slowly on its on when a fish is sheltered from stress. Try to leave your fish alone for a week, and see how the eye's condition progresses. Make sure it is not being harrassed or inflicting damage to itself. Removing the fish may induce further stress-related complications. If it gets worse, it's likely a virulent bacterial or fungal infection.
Maracyn-Two and Nitrofurazone are supposed to be helpful in the battle against the bacteria. That should be carried out in a quarantine tank as well. I have also heard of people using a series of fresh water dips to cure popeye but to me, that would cause more stress to the fish.
