Red Tide?

We have been having problems for the past 2-3 months with the bacteria that causes red tide(can't think of its name). It's simular to CYANO, but is brownish yellow, covered with bubbles on the surfice. It covers our entire sandbed, and seems to promote green bubble algae growth as well. (We have been having blooms by the thousands since this has started) So far we have been doing numerous water changes, syphoned the crudd off the sand dozens of times, run carbon off and on, a week at a time. and two weeks ago we replaced 1/2 the sand bed and scrubbed all the rock water perameters are fine. It came right back.
Any ideas?

Thanks, Greg. This is definately DINO.(that was the name I was looking for) I've had Cyano before, and won that battle, but this garb. is real fight. I am not sure what else to try. Have a great skimmer, syphon almost bi-daily, numerous water changes, carbon use, calcium, cut back on feeding, no addatives. I can try and increase the flow across the sand, althougfh I can't imagine adding anymore power usage to this tank without blowing breakers . I don't know how much cutting back on lighting really helps, but I guess that is another area I should investigate.
Anyone else have experience with this stuff?
