Megan pull the frogspawn and frag the dieing/dead heads from the rest of the coral. Then give the rest of the coral a lugols/iodine dip, I believe that with lugols it's 10 drops to a gallon and with regular iodine it's 20 drops to a gallon, let the coral in the solution for a minute or so. You can also do a search for "iodine dip" or "lugols dip" and I'm sure you'll get plenty of threads you can read to find out more about the dip.
There are any number of reasons it could be having problems. My
torch coral has gotten bubbles like you sre describing and after a time they went away and the torch was no worse for the wear. Are they just dieing off and receding or are they melting and sort of turning to a brown jelly like substance?
