External Skimmer With no Sump?

Is it possible to custome make an external skimmer for a sumpless tank? Reason I ask is because a friend of mine has a larger 400+ tank that is sumpless, and I figure that if you knew the total height of the tank a skimmer could be designed for his application. Kinda curious is all. If it is possible what kinda $$ would it take to get one of yours? Any help you can offer would be greatly appreciated.
